At first glance, I thought that brown part was meant to be a cigarette filter, so I had to stop and do a double-take to figure out what I was looking at. I immediately realized it was supposed to be an ice cream cone because that made much more sense than a cigarette. Not that an ice cream cone inside of a beach ball makes much sense, but it makes more sense than a cigarette.
